Euro-BioImaging Interim Board

14 European countries and EMBL have established the Euro-BioImaging Interim Board which is now the decision-making body through the Interim Phase towards construction.

Delegates of 14 European countries and EMBL constitute Euro-BioImaging governing body - Euro-BioImaging Interim Board. By May 2015, Belgium, Bulgaria, Czech Republic, Finland, France, Israel, Italy, Norway, Poland, Portugal, Slovakia, Spain, The Netherlands, United Kingdom and EMBL have signed  the Memorandum of Understanding to work together towards establishment and construction of Euro-BioImaging. More countries have indicated their wish to follow soon. The key tasks of the Interim Board are to decide on the legal model and governance structure, finance plan and user access policy based on the models recommended by the Preparatory Phase partners. In parallel, the Interim Board invites its members to make proposals to host the Euro-BioImaging Hub. The call for the Hub is open until end of June 2015.

The Interim Board originated from the Euro-BioImaging Intergovernmental Working Group (IWG) that followed final phase of Euro-BioImaging preparatory phase and facilitated transition from the preparatory phase that was run by tghe scientific community to the interim phase that is governed by the representatives of European governments.

Based on the Memorandum of Understanding, the Interim Board Members will work together to define and decide on the statutes of an International Consortium Agreement, which will serve as Euro-BioImaging’s charter and will ultimately be established as a pan-European research infrastructure supported and owned by its Member States and International Organizations.

The Interim Board will prepare and approve the final Euro-BioImaging implementation on the basis of the Preparatory Phase recommendations as summarized in this Business Plan, addressing the:

  • Governance structure
  • Legal model
  • Hub plan and identification of hub-hosting country
  • Finance plan (including the formula for calculating countries’ membership contribution in Euro-BioImaging)
  • User access policy

After approval by the Interim Board, the legal model, the governance structure, and the finance model for the European-level infrastructure services provided by Euro-BioImaging will be laid down in the statutes of an International Consortium Agreement (ICA). The future Euro-BioImaging Member States will launch Euro-BioImaging by signing the ICA, and at the same time the Interim Board will hand over the decision-making power to the Euro-BioImaging Board comprising all ICA signatories.

The Interim Board has regular physical meetings and monthly conference calls as needed for working on the following tasks of the Interim Phase. The Interim Board is supported by an Interim Phase Secretariat for these tasks.
